Nous ne voulons tourner la dernière page de notre brève histoire sans remercier celles et ceux sans qui bruxsel forum* n’aurait pu exister. Ce ne fut pas toujours évident sans un Euro de subside, sans cotisations et sans appel de fonds : la garantie de notre indépendance.

Merci aux journalistes, dont le travail d’information, et parfois d’investigation, a été à la base de la plupart de nos actualités bruxelloises et de nos commentaires critiques. Et merci aussi aux photographes et dessinateurs, souvent inconnus, auteurs de nos illustrations.

Merci à Erwin Declerck qui fut le web designer de notre site et de notre blog.
 
Merci à nos partenaires de Manifesto et Aula Magna pour leur contribution déterminante à la réflexion sur la nécessaire évolution de la Région de Bruxelles. Wij willen onze korte geschiedenis niet afsluiten zonder iedereen te bedanken. Zonder jullie zou bruXsel forum* niet bestaan. Het was niet altijd makkelijk zonder subsidie, zonder lidgelden en opvraagbare fondsen: het was de garantie voor onze onafhankelijkheid.

Bedankt aan de journalisten waarvan het werk en soms zelfs het onderzoek aan de basis lag van onze Brusselse actualiteit en onze kritische commentaren.  Evenzeer bedanken wij fotografen en tekenaars, vaak nog niet bekend, voor hun illustraties.

La leçon des élections bruxelloises

Eric Corijn tire des conclusions radicales et appelle à construire Bruxelles entre Bruxellois (carte blanche Le Soir / De Standaard)

A Bruxelles les grands partis francophones ont perdu en voix et en sièges. Ecolo qui porte le même programme que Groen! est fortement renforcé. Et, sans le seuil imposé de 5%, le nouveau parti multilingue Pro Bruxsel aurait près de deux sièges.

"Les Bruxellois néerlandophones n’ont pas du tout voté comme en Flandre. L’extrême droite s’est effondrée. CD&V pas renforcé et N-VA à peine. Ils ont voté pour un VLD qui s’inscrit dans un projet de ville, pour un SP.A qui gagne un quatrième siège avec une candidate francophone, pour Groen! qui se renforce.

Reconstruire les vieux réflexes ethniques, parce que la N-VA a gagné en Flandre, ou parce que PS et MR veulent renforcer le projet WalloBrux, c’est méconnaître une leçon importante : les Bruxellois ont opté pour Bruxelles !"

Et Emmanuel van Innis, président de Brussels Entreprisese, Commerce and Industry, répond à quelques "Vlaamse Brusselaars".

D'un nouveau gouvernement réginal, on attend maintenant le changement, une nouvelle gouvernance, un nouveau discours ... et bientôt des actes.

Erik Corijn trekt radicale conclusies en  roept op tot het opbouwen van Brussel onder Brusselaars (De Standaard / carte blanche in Le Soir).

In Brussel hebben de grote Franstalige partijen stemmen en zetels verloren. Ecolo, dat hetzelfde programma voert als Groen! is veel sterker uit de strijd gekomen. En als de kiesdrempel niet op 5% had gestaan, dan had de meertalige Pro Bruxsel twee zetels gehaald.

“De Nederlandstalige Brusselaars hebben helemaal niet gestemd zoals in Vlaanderen. Extreem rechts heeft het loodje gelegd. CD&V is niet versterkt en 
N-VA nauwelijks. De Brusselaars stemden voor VLD dat zich voor het stadsproject heeft ingeschreven, voor SP.A dat er een vierde zetel bij heeft met een Franstalige kandidate, en voor Groen! dat nu sterker staat.

De oude ethnische reflexen uit de kast halen omdat de N-VA in Vlaanderen heeft gewonnen, of omdat PS en MR het WalloBrux-project door willen duwen, is buiten de waard gerekend: de Brusselaars hebben voor Brussel gekozen!”

En Emmanuel van Innis, voorzitter van Brussels Entreprisese, Commerce and Industry antwoordt ook aan enkele "Vlaamse Brusselaars".

Van de nieuwe regering wordt nu wel verwacht dat ze verandering zullen brengen, een nieuw bestuur, een nieuw discours… en binnenkort natuurlijk ook daden.

What we have learnt from the Brussels elections

Eric Corijn has made some radical conclusions about Brussels inhabitants building Brussels (carte blanche Le Soir / De Standaard.)

In Brussels the major French speaking parties have lost both votes and seats.  Ecolo, who had the same programme as Groen!, has become much stronger.  And if there hadn’t been the new limit of 5% imposed the new multi-lingual  ProBruxsel would have gained near to 2 seats.


"The Flemish speaking Brussels inhabitants did not vote at all in the same way as in Flanders.  The extreme right has largely disappeared; CD&V made no gains and N-VA only a little.  They voted for a VLD who has a project for Brussels, for SP.A who gained a fourth seat with a French speaking candidate, and for Groen! who increased their vote.

The elections were regional and not community focused.

To renew  the old ethnic attitudes because N-VA gained in Flanders or because both PS and MR want to build on the WalloBrux project is to avoid learning an essential lesson :  “Brussels people have opted for Brussels!”

And Emmanuel van Innis, chairman of Brussels Entreprisese, Commerce and Industry, answers "aan enkele Vlaamse Brusselaars".

The new government - we’re waiting for the changes, for a new power structure, new discussions … and soon new rules.

Pourquoi n’y a-t-il pas formation d’un vrai gouvernement bruxellois ? Pourquoi négocie-t-on en cercles unilingues ? Pourquoi les médias transforment-ils la réalité bruxelloise ? Que vaut un programme commun Ecolo-Groen si les gagnants des élections n’invitent que leurs propres communautés ? Que signifie l’élection d’une francophone sur la liste SP.A s’il n’y a aucune entrevue avec le PS ? Et qu’en est-il des positions communes entre le MR et le VLD ? 
Brusselaars van beide taalgroepen hebben gestemd op dezelfde Brusselse agenda.

Notre collectif politique non partisan s’était donné jusqu’aux élections régionales pour informer et convaincre les Bruxellois.

Convaincre les citoyens de Bruxelles et le monde politique de l’urgence d’une Région bruxelloise adulte et maître de son destin. D’une Ville-Région à part entière, avec un financement équitable et des compétences élargies, au coeur d'une Belgique radicalement nouvelle. D’une petite ville mondiale démocratique et dynamique, capable d'être attentive à tous ses citoyens et visiteurs. D'une ville capitale prête à collaborer en confiance et équité, avec la Flandre, avec la Wallonie et avec l’Europe. Une ville prête à s'inscrire définitivement dans le réseau des villes du monde.

Aujourd’hui, nous sommes arrivés au terme du mandat que nous nous étions donné.

Le 7 juin, c’est vous qui avez eu la parole. Et vous avez fait votre choix.

Notre ville va avoir une nouvelle gouvernance pour gérer la Ville-Région jusqu’en 2014.
Il lui faudra imposer la présence de la Région de Bruxelles lors des négociations institutionnelles déterminantes qui vont reprendre en force. Bruxelles devra y obtenir de nouvelles compétences régionales et un juste financement, mais elle devra aussi se doter elle-même d’une meilleure gouvernance pour pouvoir jouer un rôle central pour relever les 5 défis pointés aux Etats Généraux.

Assurément un quinquennat décisif : la Ville-Région s'assume … ou elle sera cogérée par la Wallonie et la Flandre ou par l'Europe !

Ja, het is afgelopen!

Je kan onze laatste kritische berichten binnenkort in je mailbox verwachten. Wij willen graag iedereen bedanken voor de trouw, de vele reacties en de geëngageerde commentaar die we van iedereen kregen. Voor ons was het een mooi stadsavontuur dat meer dan twee jaar mocht duren.

Ons collectief heeft zichzelf tot de gewestverkiezingen gegeven om de Brusselaars van de nodige informatie te voorzien. Bedoeling was de Brusselse burgers en de politici  overtuigen van de noodzaak tot een volwassen Brussels gewest dat haar eigen lot bestemt. Van een autonoom stadsgewest, met een billijke financiering en verruimde bevoegdheden, in het hart van een radicaal vernieuwd België. Van een kleine dynamische en democratische wereldstad, die haar burgers en bezoekers alle aandacht kan schenken die ze verdienen. Een hoofdstad die wil samenwerken in vertrouwen en onpartijdig zijn, met Vlaanderen, Wallonië en Europa. Een stad die klaar is om zich definitief in te schrijven in een netwerk van wereldsteden.

Nu staan we aan het einde van mandaat dat we onszelf stelden.

Op 7 juni waren jullie aan het woord, en de keuze is gemaakt.

Onze stad krijgt een nieuw bestuur tot 2014. De aanwezigheid van een Brussels Gewest zal moeten hard gemaakt worden bij de institutionele onderhandelingen  die in volle hevigheid zullen hernemen. Brussel zal nieuwe gewestelijke bevoegdheden uit de brand moeten slepen en een billijke financiering, maar ook een beter beheer om de centrale rol te spelen en de vijf uitdagingen van de Staten Generaal aan te gaan.

Het zullen ongetwijfeld vijf beslissende jaren zijn: het stadsgewest zal zichzelf moeten waarmaken… of beheerd worden door Wallonië en Vlaanderen, of door Europa!

Our last crucial Brussels updates will be arriving next weeks. The site will stay online although without updated news. Meanwhile we would like to thank you, our faithful readers, for your many comments and remarks and for your committed interaction.  This has been a great urban adventure that will have lasted 2 years.
 
Our group’s mission has been to inform and convince Brussels inhabitants up till the regional elections.  

Convince the citizens of Brussels and the political world of the urgency of having a grown up Brussels Region that is master of its own destiny.  Of a fully fledged City-Region with fair and just financing and enlarged powers, at the heart of a radically new Belgium.  Of a small global city, democratic and dynamic and able to take care of both its citizens and its visitors.  A capital city ready to work in a confident and balanced manner with Flanders, with Wallonie and with Europe.  A city able to operate at last within the global network of other world cities.
 
Today, we have come to the end of the mandate we gave ourselves.
 
On the 7th June it becomes your turn – to make the “wise” choice.

Afterwards we will have to live with the result, Brussels will have its new government until 2014.  The determining institutional negotiations will begin again in force and this government should have a strong Brussels Region presence.
Without doubt a decisive 5 years : the City-Region either takes charge of itself … or it  will be co-governed by Wallonie and Flanders or even by Europe!

Oui, Pascal Smet roule toujours pour le SP.A

Nous l’avons écrit deux fois dans notre article du 4 juin, mais la troisième fois, dans la version française, une fôte de frappe le plaçait sur la liste NV.A … !
Le copiste a été interdit d'élections et sur le site, le texte a été corrigé dans les 15 minutes, grâce à un abonné vigilant.

Nos lecteurs auront rectifié d’eux-mêmes et les esprits mal tournés y verront sans doute une manière détournée de reparler de Pascal Smet, qui figure aussi sur le premier commentaire reçu et qui souligne sa volonté de dépasser les clivages communautaires qui nuisent à l'essor de notre Ville Région.

Pour qui voter ?

Vous êtes nombreux à nous demander pour qui voter pour voir se concrétiser l'Appel des Bruxellois, le contenu du 2ème Manifeste et les 5 chantiers des Etats Généraux.

Nous avons écrit aux partis pour leur demander qui, sur leur liste, s’affirme clairement de tendance « régionaliste ». Qui demande pour Bruxelles la maîtrise de compétences aujourd’hui exercées par les Communautés qui divisent les Bruxellois, de juste moyens financiers pour les exercer et une nouvelle gouvernance régionale efficace qui redéfinit la répartition des compétences entre Région et communes.

Les partis ne furent pas très nombreux à nous répondre. Soucieux de maintenir une unité de façade, ils ne tiennent pas à permettre à leurs candidats d’affirmer leur différence.

Des pressions furent exercées sur certains candidats qui nous avaient répondu positivement. On a le droit d’être régionaliste, mais on ne peut le dire publiquement dans l’intérêt supérieur du parti. Le régionalisme honteux en quelque sorte. Plus pour longtemps.

La NVA nous a écrit pour dire qu’elle ne compte aucun candidat régionaliste à Bruxelles : voilà qui est clair, alors qu’en Flandre elle revendique l’autodétermination.

Benoît Cerexhe nous dit qu’à Bruxelles le CDH est en faveur d’une Belgique à 3 Régions … mais qu’il entend maintenir et même renforcer une alliance privilégiée avec la seule Wallonie.

ECOLO dit tous ses candidats régionalistes. Il exige plus de compétences régionalisées et veut des coopérations fructueuses avec les deux autres Régions (sans privilégier des alliances avec l'une au détriment de l'autre). Dans le même temps, il a écrit qu’il ne régionalisera pas l’enseignement bruxellois et parle d’une solidarité réaffirmée avec la Wallonie (sans aucune mention d’une quelconque solidarité avec la Flandre …).

Le SP.A affirme aussi que tous ses candidats sont régionalistes et aux origines les plus multiples, dont même un candidat francophone, qui soutient leur projet de ville. Le parti défend des listes bilingues, veut le droit de vote pour tous, mais veut aussi que les deux Communautés continuent à gérer chacune notre enseignement à leur manière.

Enfin, Pro BruXsel écrit que par définition tous ses candidats sont régionalistes puisque ce parti n’existe qu’à Bruxelles, n’a qu’un seul programme présenté sur deux listes et ne prend pas ses instructions en Flandre, ni en Wallonie.

Relisez l’enquête de Manifesto et vous saurez qui est le plus proche des revendications de l’Appel.

Et puis osez faire votre choix.

Voor wie stemmen?

Velen van jullie hebben ons gevraagd wie van de kandidaten de Oproep van de Brusselaars, de inhoud van het 2de Manifest en de vijf werven van de Staten Generaal kan waarmaken.

Wij schreven de politieke partijen aan met de vraag wie zich op hun lijst uitgesproken “regionalistisch” opstelt. Dat betekent kandidaten die voor Brussel de bevoegdheden opeisen die nu nog tot de taalgemeenschappen behoren en die de Brusselaars verdelen, die billijke financiële middelen en een nieuw efficiënt gewestelijk beheer willen dat de herverdeling van de bevoegdheden tussen gewest en gemeenten opnieuw bepaalt.

Weinig partijen hebben ons geantwoord. Omdat ze de schijn hoog willen houden beletten ze hun kandidaten zich verschillend op te stellen van de algemene partijlijn.

Er werd druk uitgeoefend op sommige van de kandidaten die ons positief hebben geantwoord. Je mag wel regionalistisch zijn, maar je mag het niet publiek maken om het oppermachtige partijbelang niet te schaden. Een schaamtelijk regionalisme bij wijze van spreken. Dat zal niet lang meer duren!

De NVA heeft ons geschreven dat ze geen enkele regionalistische kandidaat heeft voor Brussel: dat is duidelijke taal, en dat terwijl ze in Vlaanderen het zelfbestuur opeist.

Benoît Cerexhe laat ons weten dat de CDH in Brussel voor een België met 3 gewesten is, … maar hij geeft de voorkeur aan een (nog hechtere) band met enkel Wallonië.

ECOLO zegt ons dat al haar kandidaten regionalistisch zijn. De partij ijvert voor meer gewestelijke bevoegdheid en zoekt naar een vruchtbare samenwerking met de andere gewesten (zonder daarbij het één of het ander voor te trekken). Tegelijkertijd schrijft men dat het Brussels onderwijs niet zal worden geregionaliseerd, en men maakt zelfs gewag van een hernieuwde solidariteit met Wallonië (van hetzelfde met Vlaanderen wordt niet gesproken…).

De SP.A bevestigt dat al haar kandidaten regionalistisch zijn, en van de meest uiteenlopende oorsprong, waaronder zelfs een Franstalige kandidaat die het stadsproject ondersteunt. De partij verdedigt tweetalige lijsten, wil stemrecht voor iedereen, maar wil ook dat de twee gemeenschappen het onderwijs op hun eigen manier blijven beheren.

Pro BruXsel tenslotte, schrijft dat al haar kandidaten per definitie regionalisten zijn, omdat deze partij enkel in Brussel opkomt, slechts één programma op de beide lijsten heeft en geen instructies krijgt uit Vlaanderen of Wallonië.

Herlees hierover de enquête van Manifesto en ontdekt wie er het dichtst bij de eisen van de Oproep zit.

Het is uw keuze.

Who to vote for?

Many of you have been asking us who are the best people to vote for in order to realise the demands of the Brussels’ Campaign, the contents of the 2nd Manifesto and the 5 missions of the Citizens’ Forum.

We have written to the different parties asking them who, on their lists, are openly “Regionalist”.  Who are asking for Brussels to have control over the powers that are currently held by the communities and which divide Brussels people; who are asking for the proper and just financial means to exercise these powers and a new, efficient regional power-sharing that redefines the balance of power between Region and communes.

Not many of the parties replied to us, they were more worried about maintaining a united front and didn’t allow their candidates to express a different point of view.

Pressure has been put on certain candidates who replied positively to us.  One has the right to be Regionalist but not to say so publicly, thus upholding the superior interests of the party.  Regionalism is shameful, so to speak.  But not for much longer.
The NVA wrote to us saying that they have no Regionalist candidates standing in Brussels; that’s clear, especially when Flanders is claiming self-determination

Benoît Cerexhe has told us that in Brussels the CDH is in favour of a Belgium composed of 3 Regions .... but that they would maintain and strengthen the alliance with Wallonia.

Ecolo has told us that all their candidates are Regionalist.  They want more regional powers and fruitful cooperation with the other 2 Regions (without favouring any alliances with one to the detriment of the other).  At the same time they wrote to say they would not regionalise Brussels education and talked of a  solidarity with Wallonia (with no mention of any solidarity with Flanders...).

SP.A also confirmed that all their candidates are Regionalist and from many different origins, even fielding a francophone candidate who supports their project for Brussels.  The party supports bilingual lists, would like the right to vote for all, but also wish the 2 Communities to continue to manage education as they have done.

Lastly Pro BruXsel has written that, by definition, all their candidates are Regionalist since their party only exists in Brussels, has only one programme present on both lists and takes no instructions from either Wallonia or Flanders.

Take another look at the Manifesto questionnaire http://www.manifestobru.be/ and you will soon work out who is closest to the demands of the Citizens’ Forum.  Then make your choice.

Les communes : ça suffit !

Non pas qu’il faille les supprimer, mais qu’on les empêche de nuire à l’intérêt général des Bruxellois pour des raisons purement locales ou simplement électoralistes. Qu’elles s’occupent de l’Etat civil, de l’entretien des voiries et des questions de proximité, mais qu’elles ne puisent plus bloquer une politique de Mobilité, d’Urbanisme, de Tourisme ou d’Aménagement du Territoire.

Après s’être opposées à la gestion régionale du stationnement, après avoir refusé l’implantation de stations de location de vélos, après avoir bloqué l’avancement du projet RER, après avoir abusé d’arguments écologiques fallacieux pour éviter que des logements sociaux établissent une certaine mixité dans les quartiers, après avoir doublé la Région pour l’aménagement futur du plateau du Heysel, un certain nombre de communes bruxelloises commencent à craindre que le nouveau gouvernement régional les remette au pas.

Elles ont donc pris la décision de mettre un maximum de poids lourds municipalistes sur les listes régionales (suivez mon regard), question de mieux contrôler le parlement bruxellois et d’empêcher la nécessaire révision des compétences entre Région et Communes. Pratiquement tous les bourgmestres et de nombreux échevins tireront ou pousseront les listes et cumuleront de (très) nombreux mandats.

A quand l'interdiction de cumul entre mandat communal et régional ?

Après le 7 juin, la Région sera-t-elle dirigée par le bourgmestre d’Uccle ou celui de Saint-Gilles ?  Passionnant débat !

Gemeenten: zo is het wel genoeg!

De gemeenten moeten voor ons part niet worden afgeschaft, maar ze moeten wel belet worden om het algemeen belang van de Brusselaars te schaden omwille van lokale of electoralistische  motieven. Dat ze zich met de Burgerlijke Stand, het onderhoud van de wegen en nabijheidskwesties bezighouden, maar dat ze zich onthouden van het blokkeren van Mobiliteit, Urbanisme, Toerisme en Ruimtelijke ordening.

Nadat ze zich kantten tegen het gewestelijk beheer van parkeerplaatsen, het inplanten van stations voor huurfietsen en de vooruitgang van het GEN blokkeerden, nadat ze zich bedienden van ecologische argumenten om te beletten dat sociale woningen een bepaalde mengvorm in de woonwijken zou veroorzaken, nadat ze het gewest een hak hebben gezet in verband met het toekomstige Heizelplatform vrezen een aantal gemeentes nu dat ze door de gewestregering zullen worden verplicht om opnieuw in het gelid te lopen.

Dus hebben ze beslist om een maximum aantal electorale zwaargewichten op de gewestlijsten te droppen, kwestie van het Brussels parlement beter te controleren en de noodzakelijke herziening van de bevoegdheden tussen gewest en gemeentes te beletten. Bijna alle burgemeesters en een groot aantal schepenen duwen of trekken de lijsten en ze cumuleren een (groot) aantal mandaten.

Wanneer komt er nu eindelijk een verbod op de cumuls tussen gemeentelijke en gewestelijke mandaten?

Zal het gewest na 7 juni geregeerd worden door de burgemeester van Ukkel of door die van Sint-Gillis? Spannend toch?

The communes : that’s enough !
 
Not that they should no longer exist but we need to stop them from harming the general interests of Brussels inhabitants for reasons that are purely local or to electoral advantage.  They should look after civil status, upkeep of highways and local issues but they should not be able to block the issues involved in Mobility, Urbanism, Tourism or Town Planning.
 
After being opposed to the Regional management of parking, after having refused the implantation of bike rental stations, after having blocked the progress of the RER project, after having used ridiculous ecological arguments to avoid social housing adding to the mixity of certain areas, after having pre-empted the Region as to the future planning of the Heysel site, a number of Brussels communes are starting to be worried that the new Regional government might bring them to order.
 
They have taken the decision to place their heavy weight candidates on the regional lists, a question of better controlling the Brussels parliament and to block the necessary review of power between the Region and the communes.  Practically all the mayors and many of the councillors are on a number of lists, accumulating (a lot of) different mandates.
 
When is the accumulation of Regional and Communal mandates going to be forbidden?
 
After the 7th of June will the Region be directed by the mayor of Uccle or by the mayor of Saint-Gilles - interesting question!
